Present: Mr Fleming, in the chair, Mr Adams, Mr Shaw, Mr Whitmore, Mrs Clarke, County Councillor, Mr D Davies and Mr G Terry ( Landex Developments Ltd) and the clerk.

Apologies: Mrs Abu-Hejleh, Mr Veale, PC Brett.

There were no Declarations of Interest.

Minutes: Those of the meeting of 14.05.07 and planning meeting of 4.06.07, having been previously circulated, were taken as read and signed as a correct record.

Matters Arising:

1. Recreation Ground. The barrier painting is in hand, the potholes have been filled; the gate latch is still to be done.

2. New play area. The site suggested by Mr G Smith, currently owned by Anglian Water, was visited by councillors and felt to be unsuitable in terms of location, access and costs involved in clearing the site. The clerk is to write to Mr Smith to thank him for his interest.

3. Church Lane flooding. SCC have now assessed this area, and Ufford Road following rain, and propose to install extra gullies at both locations. The Church Lane work has now been carried out.

Correspondence:

1. SCC. Crossroads signs, Eyke. Following a site visit by SCC Highway Safety Improvements, it has been suggested that the road narrows sign nearer to the village on the Rendlesham side is removed, and replaced with a crossroads sign 15 metres back. This was agreed by the Parish Council.

2. SCC Recent developments in countryside access. A) Public Rights of Way Hierarchy. Following a recent review and consultation, rights of way have been categorised in a two tier hierarchy for maintenance and protection. 8 out of 10 paths in Eyke fall into Category 1, and will be dealt with on a regular basis. B) There are changes to Rights of Waee organisations are against this bid, citing paucity of detail, unresolved issues, that it is not in the best interests of the people of Ipswich and Suffolk, cost factors, the vital interdependence between Ipswich and Suffolk amongst other reasons.

Planning:

1. Housing Development: Elephant & Castle. Mr Davies and Mr Terry, from the developers, explained the current situation, that, having listened to local views, they have come up with two alternative plans for the houses on a much reduced scale. They have also come to an agreement with the owners of the pub, which includes a cash settlement to offset losses as a result of the building works.

The Parish Council agreed to hold a further meeting on Tuesday, 17th July at 6.30pm to study these plans, which they have only just received, along with a design statement to be provided. The clerk is to contact the case officer, Steve Milligan, to check on the time frame for this application.

2. Albany Cottage, The Street, Eyke. Application C07/0753/FUL Cameron Taylor, Consulting Engineering, has confirmed with reference to this application that it is solely for private, and not business use, and that the website offering holiday livery has been shut down, as it produced no business.

Finance:

1. Donations. These were agreed as follows - £25.00 each to: Suffolk Accident and Rescue Service; East Anglian Air Ambulance; Headway; Woodbridge Skate Park Project.

2. Letters of thanks have been received from Eyke PCC and the Chairman of Eyke & Rendlesham Village Hall for their donations.

3. Recycling credits of £21.68 have been received with reference to the facility at Graylyns.

4. FOES are planning to celebrate the 150th anniversary of the school this year, and will be having a firework display for which they are seeking donations. Some councillors have reservations about giving money for this purpose, but all agreed that it was important to support the School and FOES in general terms. It was agreed to send a £50 donation for general expenses.

Any Other Business:

1. Mrs Clarke reported that the East Lane Trust exists to find land in the area to be developed, and the profit from this would be used to fund reinforcements along the coast.

She will chivvy also Luke Barber for the promised flashing signs for Eyke Street.

2. Thanks were given to Mr Fleming for cutting the rec.

3. Mr Davis has still not removed the slide. Mr Fleming offered to do this during the week. Mr Whitmore felt that any money received for the scrap should be used to reimburse Mr Fleming.

4. Parish Tree Scheme. It was agreed that the clerk would contact Mrs Davis, the tree warden, and Mr Fisher, churchwarden, to ask about replanting the churchyard hedge with thorn and maple.

5. Bus service. The Running Footman 912 service has been withdrawn.

6. SCC Future Structure. A letter of information has been received. The matter will be debated on July 12th and further information delivered as available.

7. SCC Social Inclusion and Diversity. A letter of introduction has been received from Jane Alexander, the newly appointed public educator with the Suffolk Drug and Alcohol Action Team. She is available to run meetings, informal or structured.

The meeting closed at 8.30pm.
