A meeting of
the Parish Council was held on Monday, 12th March 2007 at 7pm
in the
Village Hall.
Present: Mr
Fleming, in the chair, Mrs Abu-Hejleh, Mr Shaw, Mrs Sutch, Mr
Veale, Mr
Whitmore, Mrs Sturrock, District Councillor, PC Brett, 2 Community
Support
Officers, the clerk and one member of the public.
Apologies: Mr Adams, Mrs Clarke, Mrs Watson
Declarations
of Interest: Mr Whitmore and Mrs
Sutch, who are PCC members.
Minutes: Those of 15.1.07 and planning meeting of 7.2.07,
having been
previously circulated were taken as read and signed as a
correct record.
Matters Arising:
1. Recreation Ground. A) Barriers. Mr Veale has obtained prices, and it
was agreed to
accept one for £200.00 to cover rubbing down and one coat of
white
paint. B) Slide. The urgent repairs had been carried out on 5th
March. The bill is awaited. There was considerable discussion on
what to
do about the slide in the long term. Councillors estimated the cost of
necessary repairs
could be close to £700.00 and even then it would still be
an old and
potentially dangerous piece of equipment.
It was suggested that
it should just be scrapped, particularly with
the possibility of relocating
the playground. This was agreed.
Mrs Pooley is to contact Peter Davis and
ask him to do this and
make good the surface.
2.
Highway Matters. The
request for a crossroads sign has been passed to
David Stiff at SCC. He has telephoned Mrs Pooley to say
that it is unlikely
to be approved in the normal way, as there is no
history of accidents at the
site.
However, there is another, smaller, purse available for small jobs
like
this, and a decision on who benefits will be made in May.
3. Childrenís Playground. Mr Robinson has responded about the
purchase of
a piece of land to ask what size. The clerk now awaits a response about the
cost of
purchasing 2 - 3 acres.
4.
Parish magazine. With the
demise of The Warbler Fr Patrick
Kerley has
filled the breach with a newsheet of church activities. It was agreed that
the editorís
job is onerous, and perhaps a magazine published every two
months would be
preferable with, perhaps, the costs underwritten by the
Parish
Council.
At this point the chairman adjourned the meeting to allow a member
of the
public to speak.
Katy Bell offered her professional skills as a
website constructor to build
a village website; as her contribution to
village life, it would be free of
charge. Councillors accepted this offer enthusiastically. Ms Bell agreed
to put some ideas
together, and then contact the council.
The meeting reconvened.
Reports:
1. PC Brett. From 01.01.07, there have been no reported crimes in the
village. He introduced Terry
Barrow, who is the Police Community Support
Officer. The new Wilford Peninsula Safer
Neighbourhood Team will be up and
running shortly, with an office base at
Sutton. He assured the Parish
Council that officers would still patrol the area.
2. Mrs Sturrock, District Councillor. The idea of shared services is being
driven forward, with the thinking that economies of scale will produce
savings. It remains to be
seen if this works or not.
Councillors were
urged to consider the Local Development Framework
Consultation and respond
to it.
It would be the best opportunity for councillors to have their say.
Other
Matters: Parish Council Elections:
3rd May. The clerk has nomination
papers, if required. These
have to be handed in at the Council Offices by
noon on 4th April.
Correspondence:
1. Suffolk Constabulary: Safer
Neighbourhood Teams. A letter
received from
Inspector Farthing indicates a launch date of March, and
introduces Sergeant
Mark Woodmansee who will manage the team. Inspector Farthing sits in charge
of
four teams, of which Wilford is one, and above him is District Commander
Chief
Inspector Terry Byford. A second
letter, from Sgt. Woodmansee gives
details of the team, including PC
Brett, who has specific responsibilities
for Eyke. There will also be two Police Community
Support Officers.
2. National
Probation Service: Community Payback Scheme. The Council is
invited to nominate work for offenders
sentenced to do unpaid work as part
of a community order. It was agreed to suggest cutting the
grass in the car
park and on the green. Mrs Sutch also took details on behalf of the PCC.
3. Mr Watson has written to explain that
due to pressure of work, he can no
longer cut the grass on the green or in
the car park. Councillors were
extremely grateful to him for his hard work over several years, and asked
the clerk to write him a letter of thanks.
4. Suffolk Coastal Services: Spring Clean
Suffolk 2007. Because of Mr
Whitmoreís
continued hard work in this area, it was not felt necessary to
participate
in this. Councillors thanked Mr
Whitmore for all he does.
5.
SCDC Local Development Framework Consultation: Core Strategy; Issues and
Options. In view of the bulky
nature of the document and answer book, it
was agreed to circulate them
and hold a meeting on 28.3.07 to formulate a
response.
6. Eyke VC Primary School. Mrs Dakin, the head teacher, has written to
put
forward the idea of the school pool being available for community use
out
of school hours and in the holidays.
Many details have to be ironed
out, but she requested a response
from the Parish Council before moving
forward on this. Members felt in principle this is a
good idea, and agreed
a letter of support should be sent.
Planning
Permission Granted:
1.
C06/2332/FUL land to the
north of White Lodge, Hollesley Road, Eyke.
Change of use of agricultural land to garden land, and
construction of new
vehicular access (revised scheme to C06/1655).
2. C06/2289/FUL 2, Cracks Lane, Eyke. Erection of single storey side
extension
and conservatory.
Finance:
Cheque for Street Lighting and
Maintenance (SCC) 1.10.06 - 31.3.07 for
£119.25 was agreed, and £4.50 for Mr Whitmore for new keys for
the
recreation ground barrier.
Any Other Business:
1. Mr Whitmore asked permission that the
fallen elms in the pit could be
taken by his neighbour. This was agreed.
2. It was agreed to write to Mrs Barker,
4, Church Lane, asking that she
arrange to have her overhanging hedges cut
back.
3. Mr Whitmore has
continued to fill in some of the bigger holes in the
pit.
4. The clerk is to again ask Mr Guntrip to
adjust the catch on the new gate
on the rec.
5. Mr Fleming is to order tarmac shavings
@ £10-12 per ton, of which the
village can have some for filling potholes
on the path by the rec. and in
the car park.

14.5.07, followed by the Annual Parish Meeting at

A
planning meeting of the Parish
Council was held on Wednesday, 28th March
2007 at 6.30pm in Eyke Village
Hall, followed by the meeting to discuss the
Consultation Document from
SCDC.
Present: Mr
Fleming, Mrs Abu-Hejleh, Mrs Sutch, Mr Veale, Mr Whitmore and
the
clerk.

As this was an
extraordinary meeting to discuss a planning application and
consultation
document, no minutes were read, nor other business dealt with.
Planning
Application: C07/0126/FUL Low
Farm, Bridge Road, Bromeswell.
Siting of 3000 ton onion box store and organic produce cold store
and new
site access.
Councillors wished to express their thanks
to Mr Milligan at SCDC for
inviting the Parish Council to comment on the
application, even though it
lies outside the parish boundary, in
particular for the sensitivity towards
the traffic issues which could be
generated.
There was no problem at all with the application itself, but the
council
would not wish to see any increase in traffic through Eyke as a
result.
One associated issue to be raised, however, was the poor signage,
particularly on maps, to Low Farm, Bromeswell, which often led to lorries
driving into, and through Eyke, turning down White Womanís Lane to Low
Farm,
Eyke (a private house).
White Womanís Lane is not suitable for such
vehicles, and problems
are caused when they attempt to turn round. It was
suggested that a positive step would be to
improve the road signing to Low
Farm, Bromeswell.
Councillors
then discussed and completed as far as possible the consultation
document,
but had severe reservations over the methodology.

planning meeting of the Parish Council took place on Wednesday, 4th April
2007
at 6.30pm in the Village Hall.
Present: Mrs Sutch, who chaired the meeting, Mr Shaw, Mr Whitmore, the
clerk and 11 members of the public.
As this was an extraordinary
meeting to discuss a planning application, no
minutes were read, not other
business dealt with.
Planning Application: C07/0515/FUL Elephant and Castle Inn, The Street,
Eyke, Woodbridge IP12
2QG
1. Erection of 2
family houses on caravan site north of public house. 2.
Improved
access road off The Street to new
housing site and to the pub,
with provision of additional pub car
parking. Resurfacing of existing
car
park to pub and improved access from Castle Hill.
Mrs Sutch
opened the meeting to the floor, and invited comments on the plans
which
were available to view. There was
much general unease over the size
of the proposed properties, traffic and
access issues, lack of full
consultation with the pub owners, the effect
of building work on the pub
trade and access to the field at the rear of
the car park.
The concerns to be raised to the District Council were agreed
by the Parish
Council as follows:
Proposal 1. A. The size of the two proposed dwellings is totally
disproportionate
to the size of the plot: Eyke does not need more houses on
this
scale. B. Loss of privacy and light to
neighbouring properties,
specifically to Brindles.
Proposal 2. A. Councillors were unsure that the suggested improvements to
the car park could be made in the way described to allow extra parking
spaces. The spaces shown at
the rear of the site could compromise access to
the field behind, which
has for many years been via Castle Hill and the car
parking area. B. Councillors would wish to be assured
that any building to
be demolished is not listed. C. They would wish to be assured that the
pub
owners have been fully consulted at each stage and were in agreement
with
the proposals.
They also wished to point out that the building
process would cause severe
disruption to the pub trade, enough to
jeopardise its future, with cars
finding great difficulty in parking. The access onto Eyke Street from
Castle
Hill is hazardous, and not to be encouraged. There was concern that
the amount of vehicles generated
by properties of the size indicated would
not be comfortably accommodated
within their own boundaries, which could
cause parking problems.
Councillors
requested that a site meeting is held before any decisions are
made
regarding this application.
