The meeting will commence with a short talk by Nigel Brett, Rural Housing Enabler from Suffolk ACRE, who will explain how he can assist parishes to undertake local housing needs surveys, and act as independent broker to bring all partners together to deliver small developments of affordable housing for local people.He will then answer questions from the floor.

Date of Annual Parish Meeting and Parish Council AGM to be agreed
A meeting of the Parish Council took place on Monday, 14th January 2008 at 7pm in Eyke Village Hall.
Present: Mr Fleming, in the chair, Mrs Abu-Hejleh, Mr Adams, Mr Veale, Mr Whitmore, Mrs Clarke, County Councillor, Mrs Sturrock, District Councillor, the clerk and one member of the public.
Apologies: Mr Shaw, Mrs Sutch, PC Barry.
There were no Declarations of Interest.
Minutes: Those of the meeting of 12.11.07, having been previously circulated, were taken as read, agreed, with one amendment, and signed as a correct record.

Matters Arising:
1. Rural Housing Sample Survey. It was agreed to ask Mr Brett to attend the next meeting to explain the issues involved in assessing and providing for rural housing needs, and to advertise this in the community newsletter.
2. Mr Guntrip explained to the clerk that he had attended to the pedestrian gate on the rec each time he was asked, and had put measures in to stop fingers being trapped. The Council now considers the matter closed.
3. Post Office Closures. 47 post offices in Essex and Suffolk will close, and 16 outreach points will be put in place. Ufford is still under review as a possible outreach point.
4. Suffolk Coastal Local Plan Saved Policies. The Parish Council received a prompt response to its query over the interpretation of its last letter after Mrs Sturrock’s intervention. The Parish Council is now clear that only the formally kept - “saved “ - policies can be used to determine planning applications, and these are published in a schedule of which the Parish Council has been sent a copy.
5. Hedge Cutting. In response to Mr Adams’ query, Mr Fawcett at SCC has e mailed to say that the responsibility for this rests with the hedge owner. He would, however, have the area checked.

Reports:
1. Suffolk Constabulary. PC 1479 Simon Barry is the new officer for Eyke, but could not attend the meeting due to an injury sustained on duty.
His written report details 3 reported crimes since the last meeting: one assault as a result of a domestic matter, one house burglary where property was insecure and car keys were removed and car taken, and one burglary of items from a car in a garage.
Speed checks were carried out by SID on 8.1.08. 102 vehicles passed the device, situated in the 30mph limit, of which 15 (14.7%) were travelling in excess of 36mph, which would place them on the threshold for prosecution.
On December 14 between 9.45 and 11.45pm vehicle stop checks were carried out on vehicles where there was a suspicion that the driver had consumed alcohol or was committing a road traffic offence. 71 vehicles were stopped, and 22 drivers breathalysed. None was over the limit.
2. Mrs Clarke, County Councillor. The Chief Executive of SCC, Mike More, will leave the position in April to become Chief Executive of Westminster City Council. The past year has been a challenging one with the Ipswich murders, avian flu, blue tongue and threats of serious flooding. The Home Office has been appreciative of the County Council’s approach in moving from dealing with “events” to trying to tackle the underlying issues, particularly in relation to prostitution.
Other issues of vital importance which have been addressed are education and skills, adult and community services, and the environment, including creating the ORBIS offshore renewable centre in Lowestoft, which means Suffolk can be the centre for the industry.
The County Council has come out well of numerous inspections, and has dealt professionally with the possible creation of a unitary Ipswich. It looks forward to the Boundary Committee Review, with the chance to create a better way of governing Suffolk.
“Securing the Future” shows the County Council dealing with the long-term resourcing challenge. The financial gap for 2008 is smaller than for previous years, partly as a result of Suffolk’s success in lobbying for an improved Government Grant.
The Wilford Peninsula Safer Neighbourhood Team is up and running, and working very hard to establish contacts with the whole community.
3. Mrs Sturrock, District Councillor. As from 6.4.08, there will be a change to Planning Applications. These will fall into one of 26 types. Electronic applications will be encouraged. In all, it is a complex document, and Mrs Sturrock expressed reservations on whether it will be an improvement. The consultation document will come out to parish councils in the next week.

Correspondence:
1. Suffolk Association of Voluntary Organisations: free networking lunch on 29.1.08. Any councillor wishing to attend is to ask the clerk.
2. SCC Environment and Transport. Road Narrows sign A1152, Eyke. A request has been made by a Woodbridge resident, in view of the volume of traffic and the fact that the road narrows as you approach the bend near Mill House; after some discussion about the proliferation of signs, it was agreed that there would be no harm in having such a sign, and that it might be helpful to drivers unfamiliar with the area. The clerk is to write to this effect.

Other Matters:
Doggy bin provision - use of locality budget. It was agreed that the Village Hall might benefit from this fund. Mrs Pooley will contact Mr Fisher and put him in touch with Mrs Clarke. It was agreed also to check with Mr & Mrs Sutch, who have placed a bin on their fence, whether in principle they would be happy to have a proper doggy bin there, and then to check on the viability of this with Suffolk Coastal District Council. If there are funds available, Mrs Clarke would be approached for the money to pay for this, plus the new one already in situ on the rec.

Planning:
1. Permission: C07/1095 Erection of single-storey rear extension, two storey side extension and detached store, workshop at 3 Myrtle Cottages, The Street, Eyke.
2. Application C07/1744. 4 Cracks Lane, Eyke. Erection of single storey rear extension and associated alterations. The Parish Council supported this application.

Finance:
1. Cheques were signed: SCDC(Election charges) £83.20; Suffolk Coastal Services Ltd(Doggy bin) £124.55; Gardening Angles(Extra hedging for churchyard) £17.60.
2. Precept requirement. It was agreed to raise the precept for 2008-9 by 2% to £4914.00

Any Other Business:
1. Mr Caley has enquired about a street light near his property. The clerk will look into costs for this and report back at the next meeting.
2. Mr Adams also asked that the clerk checks where matters stand regarding the puddles in Church Lane, and the quite bad potholes in the red surfacing material at the 30mph limit signs.
3. It was agreed to put the matter of cutting the grass in the car park on the next agenda, with a view to paying someone to do it.
The meeting closed at 8.15pm.
